New CSS Files change to TXT upon upload

New CSS files created with Adobe Dreamweaver, Sublime Text and Atom are automantily converting to txt files with your file storage system.

This is a security feature and it is related to the file's mime type.
If you try to upload *any* kind of file, and the mime type is "text/plain", the file is renamed with a .txt extension.
If you try to upload *any* kind of file, and the mime type is "text/css", the file is renamed with a .css extension.
As to custom profile code and embedding custom style sheets, it isn't really an issue. In the profile html code just change the .css extension to .txt.
