However, what we want to know is how is it treated as far as billing goes? Is it considered roaming or what? Are there additional fees charged by Carnival for the use of their repeater system?

I wouldn't mind a few roaming charges here or there, but I don't want to get an $80 bill for receiving spam texts :P

Its considered international. (except when we are in key west.. then its roaming).

Not all cell phones services are available on the ship. They only one confirmed for sure was Alltell onboard the ship.
