I haven't received any notifications when I have new messages for some time now.
When I logon and try to "click here" to add my cell phone number again just in case it was removed in error, I think there is a bug because it takes me to the Home Screen instead of a screen to ensure my cell phone is still in the VR Database.
I don't have anything blocked so I should still be receiving notifications.

Cell phone notifications were disabled some time ago. It's impossible to keep up with all the carriers (globally). It was a real nightmare to maintain.
Right now, VR only supports email notifications. There are plans for an app, which will push notifications to your phone. This (if developed) will be far superior to cell phone notifications.
