"Here's a picture of Frank and I" is never correct. "Frank and me" is. "Between you and I" is also incorrect.
Here's a little trick to help. Take out some of the sentence; for example: "Here's a picture of I" or "Here's a picture of me". If you chose "me", you are correct.
