posting in a coven is not mandatory, it just gives a 1% bonus on the level, but some don't care for it, others just don' t have time and some just are not wanting to cause they hate the place they got induct in
As for the price and paying I know some "buy" them to be able to mark more members of their society, since there is a limit on how much % you can mark, the more people you wish to mark the more members you need to have, some take in dead profiles or abandon profiles simply to be able to mark more members
