Rising Stars focuses on a few of the special powers of an elite bunch of rising newcomers within an organization known as the Specials. David Paulson is the government official in charge of them. They have skills such as:
Cathy Jean - She can heal others, and even reanimate dead beings and tissue.
Ravenshadow(Fisk) lives a double life. He always wanted to be a superhero. HIs power allows him to see things nobody else can and trail anyone he desires.
Sanctuary - The son of a televangelist, he is secretly able to become female. His powers are also stronger when he/she is a woman.
Peter Dawson - He was thought to be invulnerable, thanks to an energy shield which protected his body from all injury or poisoning.
