Missile Launched Off California Coast

Further reporting from other new media has revealed that there was no visible surface contacts as was reported in the original news story. A news helicopter reported and filmed the event which was seen by thousands. Experts have stated that the missile was "a real missile" as in an ICBM and not shoulder fired missile.
The Navy Department says it wasn't them and they would not conduct a missile test so close to the coast. NORAD says they are currently looking into it.

We have satellites all over the planet which NORAD uses to detect a missile launch, but our Military didn't know about one fired 35 miles off the coast of the continental US until they were asked about it by the evening news??

If not us, who else would have and could have launched an underwater ballistic missile??

So the questions is if this was a test by the US Or worse an outside threat given the post 9/11 times we live in shouldn't they have confirmed it one way or the other by now??

After September 11 is our government still asleep behind the wheel??
