I would happily shoot him. Years ago I heard one story out of Oregon that surprised me. A woman was found not guilty of child endangerment when she chained her teen daughter to a tree in the front yard and left her only a bottle of water while she was away. I believe the same woman was found guilty of the exact same charges when she put her daughter on a chain in the home. If I remember right the girl was just able to reach the toilet but not quite able to reach the sink to get fresh water.
I think it was in Oregon City. The problem was solved when her mother put her on a little longer chain and used padlocks on the outer doors to keep her daughter inside. I guess it was an extremely troubled teen.
