It's not illegal to trace an ip. Look at YouTube videos people post. Their lp and location is track within the iframe. Many 3party apps people use on here track location.

Under EU Law it is illegal to store IP's as they can now be classed as personal information, it's why silly little 'tracking' apps like maploco etc only give an area and not an exact location, the truth is they can't trace shit because IP's are easily run through a proxy anyway, If you're in the UK most ISP's are such that you don't even need a proxy server or dynamic IP but it's always nice to have one or the other to keep the stalkers guessing :)
