I think every society that is cool with keeping a person they don't want for the long haul should be on high alert. All societies have the power of a Purgatory ruling in regards to members they don't care for- we don't need Purgatory to take care of our dirty work if we don't want to. But in this case... we need this person to have exactly what you've stated: what they don't want.
Maybe someone is just nosey and they think this is their way to Purgatory so they can find out all the 'secrets'. It's always cool to see a plan *not* come together :P

Oh I completely agree Images that we don't have to have Purgatory...and in my book, you do not let the petulant child have their way.
