Good philosophical question to ponder. Indeed I remember we discussed this in philosophy.
The language meaning of it is, what you learn, experience. But then is there any information you are born with it? There are are some philosophers who believe yes. Like how a baby knows that in order to gain his mom's attention they have to cry? It is instinct yes, but how does the brain know that, where does the instinct come from? No one teaches a baby to cry, then how do they know they have to do it?

The baby also lives in the mother before it is born. The real question is, do they show instinctive action in the mother as well?
